OP-17 The World's Strongest Warriors — 4th Anniversary Set & First Global Simultaneous Release
The 4th Anniversary Booster lands August 2026 — and for the first time ever, EN and JP release on the exact same day. Giants of Elbaf, the Rocks Crew, and a new meta shakeup. Everything you need to pre-order and prepare.
OP-17 The World's Strongest Warriors is the 4th Anniversary Booster Pack for the One Piece Card Game, releasing August 28, 2026. The landmark change: this is the first set to release globally on the same day in English and Japanese — no more EN lag. The theme is the Grand Line's most powerful — Giants of Elbaf and the Rocks Crew — with 126 cards, six new leaders, at least three Manga Rares, and two Secret Rares. Pre-orders are open now at multiple retailers.
The first global simultaneous release
Every One Piece TCG booster set until now has followed the same pattern: Japan gets it first, EN follows roughly 2–4 months later. OP-17 breaks that pattern. Bandai has confirmed that starting with this set, the Global Simultaneous Release begins — English and Japanese on the exact same day, August 28, 2026.
For collectors and players, this changes the market in two ways: no more EN import advantage (the gap where JP cards trade at EN pre-release prices because they're the only copies in circulation) and no more JP secondary market as an EN price signal (both markets open at once). The first few weeks of OP-17 trading will look different from every set before it.
If you play EN: you no longer need to import JP cards to play early. Your EN cards are day-one relevant. If you track value: the usual JP-to-EN price migration won't happen — both markets discover value simultaneously. If you held JP OP-17 pre-orders: no edge on EN buyers this time.

What is OP-17 about?
The theme is the strongest characters across the Grand Line — with particular focus on two rosters that collectors and competitive players have been waiting for: the Giants of Elbaf and the Rocks Crew. The 4th Anniversary framing also brings back fan-favourite leaders in updated forms — Bandai has confirmed that "old popular leaders return as brand-new leaders."
The Rocks Crew is especially significant — Rocks D. Xebec and the prime-era Yonko crew (a younger Big Mom, Kaido, Whitebeard, and others under his flag) are among the most-requested cards in the community. Elbaf brings Dorry, Brogy, and potentially Loki. Combined, this is one of the most character-rich sets for competitive player and collector alike.
The community has been asking for Rocks-era cards since the game launched. First-appearance Rocks D. Xebec and prime-era Big Mom / Kaido are guaranteed collector targets regardless of their meta power level. These will be the most-watched slots in the Manga Rare and Secret Rare reveal.
What's in the set?
OP-17 follows the standard main booster structure. Box = 24 packs × 12 cards. Card count: 126 types + DON!! card.
| Rarity | Count | What to know |
|---|---|---|
| Leader | 6 | Fan-favourite returning leaders in new forms — confirmed by Bandai. |
| Common | 45 | Full playable base. |
| Uncommon | 30 | Mid-tier staples. |
| Rare | 26 | Core competitive pieces. |
| Super Rare | 10 | High-value hits. |
| Secret Rare | 2 | Top-end chase slots — Rocks Crew candidates. |
| Special Card (Manga Rare) | 6 | 3+ confirmed. Giants and Rocks Crew expected. The set's collector centrepiece. |
| Treasure Rare | 1 | Ultra-low pull rate — the rarest card in the set. |
| DON!! Card | 1 | 4th anniversary design. |
The Super Premium Collection Vol. 1 (SPC-01) — releasing November 2026 — bundles 24 OP-17 packs alongside exclusive Nami metal promos. If you're buying SPC-01, you're already getting a full OP-17 display in it. Factor that into how many additional OP-17 boxes you pre-order.
Who are the six new leaders?
Specific leader identities are still being revealed ahead of the August release — the official card list will be confirmed by Bandai 4–6 weeks before launch. What we know: returning fan-favourite characters in new leader forms, with the set's Rocks and Elbaf theme driving the expected roster. Watch the official One Piece Card Game site and r/OnePieceTCG for the card-by-card reveal schedule.

Is OP-17 worth pre-ordering boxes?
The global simultaneous release changes the value math compared to prior sets. Here's what to factor in:
- No JP early-price signal this time. With EN and JP launching simultaneously, there's no JP secondary market to watch in the weeks before EN release. The first price discovery happens live on August 28.
- Rocks Crew Manga Rares will be the most-watched slots. If Rocks D. Xebec or prime-era Big Mom/Kaido land in the Manga Rare slots, expect immediate demand. These pulls could be among the strongest individual card values of any OP set.
- 4th anniversary framing historically adds a premium. OP-04 (the 1st anniversary set) and other milestone releases have shown sustained collector interest beyond their initial release window.
- SPC-01 bundles 24 OP-17 packs. If you're getting SPC-01, you're already cracking a full display in November. Don't double-buy blindly.
- Standard box EV caution applies. Once a set is widely cracked, box EV typically falls below retail. Buy boxes for the experience or invest in specific singles post-release.
OP-17 has more collector upside than a typical booster set — anniversary framing, first global release, and Rocks Crew character demand all point in the same direction. Pre-ordering at MSRP is sound. Beyond 2–3 boxes, it's diminishing returns unless the Rocks Manga Rares confirm and you're chasing those specifically.
