He is in more sets than most characters have cards. If you play, buy the leaders; they hold value because decks need them and they get reprinted into formats rather than out of them. If you collect, chase the manga finishes and ignore everything in the middle. What I would not do is buy a mid-tier Luffy parallel expecting top-of-market behaviour. Demand here is concentrated in a handful of printings, and everything else drifts with whatever set it came in.
